postgres-lock-diagnostics

Use whenever the user needs to diagnose a live PostgreSQL blocking/locking problem — queries hanging, "why is this query stuck," a migration that seems frozen, deadlocks, long-running or idle-in-transaction sessions, or any request to inspect pglocks / pgstatactivity / wait chains. Trigger this any time the user pastes pglocks or pgstatactivity output and asks what's going on, or asks how to find the root blocker in a chain of waiting queries.
